Proposed Projects window contains the list of potential projects. This window contains three panes:
compose projects on the top: list of potential projects.
project locations on the lower left: list of all project locations for each project.
project treatments on the lower right: list of all project treatments for each project location. In order to create a location based project, follow these steps:

1. Navigate to Safety Analyst > Projects > Project Composition


2. Right-click and select Insert in the Compose Projects pane.


3. A new blank record is inserted in the Compose Projects pane and initial project status is set as "Draft".

4. Specify project attributes (Proposed Ready Date, Proposed Letting Date, and location specific date). 
5. Click Save. The project is created.

6. Next, click Insert Locations from Shortlist button in the Project Locations pane.

7. A pop-up window will be shown with the list of candidate project locations.

8. Select a location and click OK. Repeat Step 7 to add locations for the same project.

9. Right click on Project Countermeasures pane and click Insert.

10. Click on the magnifier in Countermeasure field to get the list of available countermeasures.

11. Select appropriate countermeasure for the selected location and click Ok.

12. Click Save to create a new project.

NOTE: As the locations and countermeasures for the locations are added to a project. Update Project Benefit/Cost button should be used to update the economic values at project and location level.
